Right now, no tooltip is shown. Reproducible: Always

These controls shouldn't have tooltips, similar to how the arrow buttons on scroll bars do not have tool tips.

The tab bar does; and even if a naitve widget does not provide a tooltip, tabs are so important to Fx browsing, that _our_ arrows should have it.

I agree with Delfino. Scroll bars doesn't have a tooltip simply because them use is common and self-evident.
