Steps:
1. Start messenger. You will notice that Start page will be loaded twice. (Or it 
is painted twice??) It is very difficult to see on a faster system. I can see 
this on 133Mhz, 64 MB RAM system.

2000-06-08-09-M17, win 95.

I can reproduce this problem on 200mhz PC running windows and on a G3/400 
running Mac OS 9.04.

I can not reproduce this problem on the same 200mhz PC running RedHat 6.1.  
moving to M18 as part of performance work.

Is this still happening.  It looks like we're only loading it once in the code.
hmmm...I am not seeing this anymore using the system orginally reported. 
Build tested: 8/13/00 windows commercial build.

I wonder whether the page is first loaded from Cache and then loaded from the 
server?.
