Firefox does not fully honor Windows accessibility settings regarding display and font dpi scaling.  That is, the user interface works fine, but web pages in Firefox on a Windows machine set up for the vision-impaired remain troublesome - especially when the user does not know about manual zoom options.  Also, there is no "global default zoom" in Firefox that I know of, so there is no work-around.

Reproducible: Always

Steps to Reproduce:
1.  Set Windows DPI scaling to Large or Custom.
2.  Restart Windows.  Open Firefox.
Actual Results:  
UI scales nicely, but the rendering engine does not accommodate.

Expected Results:  
UI and rendering engine should reflect this global change.

This should be a natural progression of converting to full page zoom in Firefox (although I wish it were an option along with text-only zoom), but even so the older text-only zoom should have honored operating system defaults as well.
There is a global zoom available via the View menu.

This bug and bug #433664 look very similar, mind duping if they're the same?
