Currently, When you generate a new bug from a test case, the new bug is hard coded to create a bug with the title "Test Case %id% - %Test_Case_Summary%"
Request the ability to customize this thru a Testopia Parameter
Reproducible: Always
Steps to Reproduce:
1. Create a Test Run with at least one test case
2. In the test run page, click the "New" link to generate a new bug
3. A new tab opens up for filing a new bug with the non-configurable Bug Title.
