There may be cases when a region has more users then mirror bandwidth. In those cases we need a "GeoIP Throttle". Example: Region 1's GeoIP throttle is set to 25%. 25% of users from Region 1 will be redirected to a Region 1 mirror. The other 75% will be given a mirror from anywhere else in the world.
