When I change the maxVersion using the developer panel UI, the install.rdf of the downloaded XPI's remains unchanged. That seems broken to me. Maybe there is some cache timeout and things would have worked if I just waited a day. If it is a cache issue, some kind of warning would be a nice touch
We have decided not to do this in another bug I can't find right now for a number of reasons, one of which is that we encourage authors to sign XPIs and if we were to achieve our goal of having many add-ons signed on AMO, this would be useless anyway. See bug 322751 for other reasons.
