We're double-escaping, there, and the escaping entity is getting displayed raw...

I confirm, same thing here...
Apparently in the Cake upgrade, they decided to start escaping $html->submit() button captions...
Fixed in 3.1 and trunk.

For future reference, the solution is to pass 'escape' => false as if it were an HTML attribute in the submit() function, like:

$html->submit(_('devcp_button_next').' &raquo;', array('escape' => false))
