right click on bookmarks toolbar has 10 items, select open all in tabs does nothing.  In 3b3 it opened all bookmarks in new tabs worked

I can't confirm this bug in Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9b4) Gecko/2008030317 Firefox/3.0b4 on OS: Windows XP. I did all actions as you wrote but all my bookmarks were opened in separate tabs.
Did you try to reproduce this problem using Mozilla Safe Mode (http://kb.mozillazine.org/Safe_mode)

Same problem in safe mode - Book marks toolbar with multiple bookmarks, right click to open all results in just a single blank tab
Exactly the same content in 3b3 works as does ff2

will try to uninstall and reinstall - will follow up if any change

Tried uninstall of 3b4 and reinstalled - no change
Tried deleting all tool bar bookmarks and then set some of the same bookmarks in the toolbar - no change 
refuses to open all in tabs, opens individual tabs

Ok, do you use any extensions? Can you try to create new Mozilla profile and reproduce this problem? (http://kb.mozillazine.org/Profile_Manager#Creating_a_new_profile)

Yes extensions are
adblock plus 0.753, auto fill forms 0.9, down them all 1.0, pdf down load 1.011,
scrapbook 1331

tried with all extensions disabled -  no change

created new test profile, no extensions and created 3 toolbar bookmarks - no change 

problem persists

set up an identical toolbar in a new Vista (just bought so completely free from other contamination) and the fault remains in this system as reported.

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
