Neither IE 6 nor IE 7 display the "Search" button when Javascript--what they term "Active Scripting"--is disabled. Part of the problem might be (and probably is!) the fact that the "Other Applications" dropdown still overlaps the search area, which is known: see https://bugzilla.mozilla.org/show_bug.cgi?id=417408#c2. Note that the user can still search when JS is disabled by pressing Enter/Return... Screenshots forthcoming.

I have two ideas on how to fix this: Either reduce the line spacing on the drop down when js is off or actually move the drop down to under categories when js is off.

Indeed; verified on IE 6/7 with "Active Scripting" disabled.
