encapsulates BeOS workaround.in ifndef blocks.

Simple change that avoids trying to do the stubloading BeOS does on Haiku. XP_HAIKU will be set in coming configure.in changes. Later on we can get rid of the workaround alltogether.

r=wtc.  How do you define XP_HAIKU?

I would change

#ifndef XP_HAIKU
    foo
#else
    bar
#endif

to

#ifdef XP_HAIKU
    bar
#else
    foo
#endif

Right now I have a modified configure.in that does AC_DEFINE(XP_HAIKU). I need to check in a new one for BeOS/Haiku and gcc4, see bug 418487
