Today there are a few places where we use the standard OK/Cancel buttons on dialogs when we should be more clear. For example, when you are about to delete a certificate, we could have:
[[Cancel]] [Delete this certificate]

There may not be very many of these areas for improvement, but to someone who is about to make a serious change, it may help a great deal.
Unfortunately, Tb's only connection with any of that UI is to have four buttons and functions attached to them to open content that lives in toolkit or in security/manager/pki. Since Firefox is string frozen, changing those strings would involve Tb forking the UI, which (with the way people tend to forget about our forks when fixin' time comes around) is something we only want to do out of desperate necessity. So this needs to either be a good idea in Core: Security UI for Moz2/Fx4, or a wontfix in Thunderbird.

I hate good ideas that are wontfixed..., so let's make it a good idea in core, as proposed by Phil's comment #1.
