This is using the built in TikiWiki file system cache. It is to improve performance (in addition to bug 398246 and bug 395271.

There were several changes. I think I made them as part of 3.0 to reduce the session size (which was unreasonable and getting worst every day).
Now, the global preferences are cached in a file and only the diff is stored in the session. Effectively, nothing is stored for anonymous.
