This patch should turn off the link to the tshirt form on the developer page and in the developer controller. Presumably, you still need the rest of the tshirt functionality (admin stuff to see who submitted the form) for a while to actually get people their tshirts. Sorry, for the delay, my home server had a hardware meltdown today :(

Seems to work.  We should also remove the developer's .thtml though.

This was gone in 3.1 before we shipped, and it's certainly gone in 3.2, since I already verified that bug :-)
