A user in #firefox reported this, I cannot test myself but we should block if it is true. He says that when running the 3b4 installer it complains that "This version of firefox is not compatible with your current windows version", at the first step before clicking next. Apparently the 3b3 installer works fine.

I dunno, do we _really_ need to be able to install on SP1? We're trying to ship here, people! Stay on target! (Plussing.)

works for me with Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9b4) Gecko/2008030714 Firefox/3.0b4 (Vista + SP 1 installed), had no problem to install beta 4.
I tried it on the QA Lab machine running Win Vista Business with SP1 using Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9b5pre) Gecko/2008032005 Minefield/3.0b5pre and I am alsoi not able to reproduce.
I suspect that the installer's exe has its compatibility set to an incompatible OS... a couple of people have done so previously.
Can't reproduce on Vista Ultimate 64bit with SP1 with English-us installer
Resolved WFM, please reopen if there are STR that don't involve setting compatibility in a bogus way.
