This was the case with B2 also.

when you open a mail box, close the preview pane, close eudora, and re open the same mailbox the preveiw pane comes back.  

This should stay closed..

Reproducible: Always

Steps to Reproduce:
1.open eudora
2.open mail box of choice
3.close preview pane ( by draging pane down ( there should be a config setting for this! ))
4.close eudora
5.open eudora
6.open SAME mailbox - and preview page is open again.
Actual Results:  
preview pane still there

Expected Results:  
should be no prieview pane

I think you will find this bug https://bugzilla.mozilla.org/show_bug.cgi?id=418522 is going to be in the same bit of the code, as they are both around the functionality of the viewing pane.

This is fixed in Eudora 8 beta 4/Penelope 0.5a1.  The splitter between the message list and the preview pane is now remembered on a per-mailbox basis.

There is a different bug for adding a pref to always hide the preview pane: bug 410327.
