This is not a bug as much as it is something you should be aware of. Many people like myself would love to use Firefox but there's a problem with it. People like me that spend a lot of time posting on blog/discussion boards find it cumbersome that Alt+S does not send a post to the board or any other web form. With Firefox you have to find the "Post Message" button or "Send" button, grab your mouse and click on it when you're done writing your post or filling out a form. In IE you simple hit Alt+S and your post goes up or form gets sent.

Try Alt+Shift+S instead and you'll get what you want. Alternatively see bug 349716 comment #12 for the about:config pref to change to achieve exactly what you request.
