When scrolling down using the vertical scroll bar, the browser window will continue scrolling when the mouse is released. You can interact with the moving scrollbar by dragging it, though this won't stop continued movement. To stop movement of the page, you have to single click on either the UP or DOWN arrows on the vertical scrollbar.

Reproducible: Sometimes

Steps to Reproduce:
1. Browse as normal
2. View Behaviour (Doesn't always happen)
3. Single click either top or bottom arrow on Vertical Scrollbar to stop scroll.
Actual Results:  
Page continues scrolling and cannot be stopped without clicking either up or down arrows.

Expected Results:  
Page stops scrolling on Mouse Release.
