This seems to have broken between 2000061201 and 2000061320 and clicking on the browser window with the mouse doesn't help. To reproduce, pull up the browser and try to scroll it with the up and down arrow keys.
arrow keys appear to work at URLs without JS... possibly a JS specific problem?
This looks like a dup of 42188. Someone with rights to do so might want to confirm and mark this as a dup.
this does sound like bug 42188 - marking as dup for now. Dave, please try loading the browser, visiting a page that has no form controls on it, and trying to navigate with the arrow keys. If they don't work, feel free to reopen this. If they do work, navigate to a page that does have form controls, and try to scroll with the arrow keys.
