pdf files are downloaded to desktop no other option is provided.
Recently, I am not able to open a pdf file. It auto saves to my desktop. No options are provided. This saves everything when I am not sure that I want to save the document.

This is a recent change. I want to be able to decide if a document is to be saved after I open and review it.

Reproducible: Always

Steps to Reproduce:
1.Click on pdf file
2.saves itself without opening the download manager and requesting a decision
3.



Provided me the option to open or save and the location of the save should I choose to save the document
