On pages that do not contain select boxes I can scroll up and down fine. however
when there is a select box the mouse wheel causes the select box to go up and
down instead of the window even if I make sure that the select box does NOT have
focus.

Reproducible: Always
Steps to Reproduce:
1. goto page (bugzilla helper page works fine..)
2. roll wheel
3.

Expected Results:  should have scrolled the page UNLESS i had focus specifically
on the select box.

mouse is logitech mouseman pro. software is logitech mouseware 8.01 control
center. driver is 8.32
