Using 2000-06-14-08 commercial M17 build on NT
1. Go to eBay's books/movies/music page: http://pages.ebay.com/books-index.html
2. The page contains a bunch of geographical regions, as though they were part
of the body text
3. If you load the same URL in 4.x, you'll see that the geographical regions are
actually <option>s in a <select>
4. In seamonkey, the options are not shown in the select menu

Confirming on 061420 linux (changing to all/all).
Here's the problem: the first <OPTION> tag contains <FONT>, which is not
allowed. If you remove that, the page works.
However, I see no DOCTYPE at the top of the page. Shouldn't we be using
NavQuirks here? this looks like something that should only cause an error in
strict mode. Changing component to Parser.
