the Decimal checkin shows performance degradation (10-70%) in sunspider tests. We should disable Decimal to get back to the pre-Decimal performance level in tamarin-central.

This patch pretty much reverses the original decimal checkin. I'm also going to remove the decimal test files, but didn't put those in the diff as it makes it really large and unreadable.
