Reproducible: Always Steps to Reproduce: 1. Middle-click tabs pull-down menu at the right 2. 3. Actual Results: Nothing happens. Expected Results: Last closed tab is re-opened. (I found related bug 347209, but it doesn't mention that this has been working.)

It's not clear to me exactly what I should do to reproduce this. Are you sure this isn't a broken function of some extension or theme?
We don't have this functionality to my knowledge, almost certainly an extension, since the UI is completely undiscoverable and unintuitive.
