One of my addons seems like blocked in a strange state. I cannot nominate it to be public and it has a status "Extension; Pending Review" since a very long time (6 months ?) whether another of my addons has "Extension; In Sandbox".
"Extension; Pending Review" means that your add-on is already public, so you can't and don't need to nominate it again. The update to that add-on is pending review from an editor, so when an editor reviews it they will either push it public or retain it in the sandbox.

Thanks for the explanation Justin, I thought it (addon id = 1530) was stuck in Pending review because it's like that for a long time (> 6 months). Note: this add-on has never been public AFAIK.
I looked up the add-on ID and the add-on was marked as Incomplete Version. I have no idea why the other page shows Pending Review. Anyway, I marked the add-on as In Sandbox, so you'll be able to nominate it now. Since it was incomplete, hopefully the files are OK.
