Back in the dark days of 2003, we apparently feared some XUL overlay penalty so much that we inlined the tooltip <popup> from globalOverlay.xul rather than let it be overlaid in messengercompose and addressbook. Now it's just unused, unloved, obsolete, and so obscure that bug 426280 never expected to have to remove copied bits of toolkit/obsolete/.
