At present if javascript is turned off HTML <CANVAS> neither show fail over content nor it is able to draw images on <CANVAS>
So CANVAS should fall back to fail over content when JS is off

Reproducible: Always

Steps to Reproduce:
1. open attached canvas.html in Firefox with JS on
2. user see the canvas example.
3. now open attached canvas.html in IE
4. user able to see the image in the fail over content.
5. Turn JS off in Firefox thru preference.
6. open canvas.html again Firefox 

Actual Results:  
user dont see any image

Expected Results:  
user see fail over image
