Very recently -- within the last week -- it seems that plugins have started eating keystrokes in the content area when the plugin content has focus. For example, go to http://obscuresound.com/?p=1858 and click one of the play buttons (those are Flash files), then immediately try to create a new tab (Command-T) or switch tabs (Command-Option-arrows). It won't work.
Clicking elsewhere on the page to remove focus from the plugin allows keystrokes to work again, until focus is placed back into the plugin by clicking the pause button (for example).
This is probably Core, but filing in Camino as UNCO because my machine has been acting odd lately.

Oh, this is on trunk, by the way. I assume it's not a problem on branch, though I haven't tried.
