Details
User-Agent: Mozilla/5.0 (Macintosh; U; Intel Mac OS X; en-US; rv:1.8.1.13) Gecko/20080311 Firefox/2.0.0.13
Build Identifier: Mozilla/5.0 (Macintosh; U; Intel Mac OS X; en-US; rv:1.8.1.13) Gecko/20080311 Firefox/2.0.0.13
In MAC OSX cannot designate downloads to the Download folder (or any other folder). No matter what settings set in Prefs. All downloads go to desktop. No change in newer versions and restarts.
Other browsers D/L to Downloads folder or other designated folders. (not desktop)
Reproducible: Always
Steps to Reproduce:
1.Open Prefs
2.Designate a download folder (other than desktop)
3.Download a File
Actual Results:
Always downloads to the Desktop.
In all versions of Firefox and OSX.
Expected Results:
Download to the designated Folder.
This has been happening for a long time, through many versions
Safari's default is the Downloads Folder and works as assigned. It is also alterable and that works correctly when changed.
On alteration in Safari nothing changes in Firefox behavior.
No Change.

Do you want to save your file or do you open it with an application ?
save file in the folder firefox designates in general Prefs, as stated above.

This works fine for me using Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.4; en-US; rv:1.9pre) Gecko/2008042404 Minefield/3.0pre.
Do you have any extensions installed, and are there any download-manager related exceptions in Tools | Error Console?
It's not working for me with ff 2.0.0.14 on OS X 10.4.11.
If I select "save as" from the dialog box it does go to the selected "downloads" folder, but if I choose to open with a helper app it still downloads to the desktop. Why the desktop and not say a temp folder is the default here makes no sense to me. I've tried changing the download location in Safari but that hasn't helped either. It's bad enough that I can't view pdf's inside of firefox, but having them clutter up my desktop just adds insult to injury.

Launching with a helper application is _NOT_ this bug, it's a dupe of another one.
