429102 - impossible to add a local file to the popup allowed sites

it is impossible to add a file:/// url to the popup allowed sites or if you click on "allow popups for this site" nowthing happens. even if you try scheme:file (like Firefox 2.0 does) it doesen't work. 

sorry if the words I'm using are not a 100% correct, I have a german version of firefox 3b5.

Reproducible: Always

Steps to Reproduce:
1. open local html file wich opens a popup window
2. try do add it to the allowed sites
3. open file again
Actual Results:  
popup doesen't open.

Expected Results:  
popup opens.
