Prebinding only really mattered before OS X 10.3.4, only mattered at all before 10.4, and since nobody's maintaining the filenames in config/prebind-address-table, isn't currently even doing nothing useful for all the files that we could be getting no benefit for. Since we don't support anything before 10.4 on the trunk, time for it to go away (like it already did for l10n in bug 429844).
