We assume that the upper left corner of Gecko is the same as the upper left corner of the BrowserWrapper, which isn't always true.

This fixes the bug, removes the incorrect references to the carbon help manager, and switches the Tooltip API to take window coordinates rather than screen, since it requires the window to be passed in now anyway.
