Reproducible: Always

Steps to Reproduce:
1. put the following line in userChrome.css to have the tab bar at the bottom of the browser:
#content > tabbox { -moz-box-direction: reverse; }
2. Press F11
3. Move the mouse to the bottom of the screen... no tabs.
4. Move the mouse to the top of the screen... Look! the tab bar appears at the bottom of the screen!
5. Try with superhuman speed to move the mouse from the top of the screen to the bottom of the screen before the tab bar disappears.
6. Get laughed at by anyone watching.
Actual Results:  
Tab bar at the bottom of the screen in F11 fullscreen mode is inaccessible with the mouse.

Expected Results:  
Tab bar appears at the bottom of the screen when you move the mouse to the bottom, not the top.

Can anyone on Mac and Linux reproduce this also?

either in fullscreen mode the tabbar should be hardcoded to the top *or* fullscreen mode should acknowledge the css hack.
