I've noticed that you can only use the Customize Toolbar Panel once for each
browser window. If you try a second time it won't allow you to drag anything.
This is also apparent since the bookmark toolbar shows each bookmark category
instead of "Bookmarks Toolbar Items" on the toolbar normally displayed when the Customize Toolbar Panel is open. 

To make it "work again" you must close the browser window and then open a new
one.

Reproducible: Always

Steps to Reproduce:
1. Open Customize Toolbar Panel
2. Add something to a toolbar
3. Close Customize Toolbar Panel via done
4. Open Customize Toolbar Panel
5. Customize Toolbar Panel is now "dead". You cannot place items on a toolbar, remove them or move them.
6. Close browser window then open a new one.
7. Open Customize Toolbar Panel
8. You can now place items on a toolbar, remove them or move them.
