data/mimedump-tmp was used by contrib/bug_email.pl and contrib/bugzilla_email_append.pl but both scripts have been removed in 2.23.4, and so is no longer in use. About data/mail, I couldn't find any reference to it as far as in 2.20. So this file is unused for years. So there is no need to continue creating them when running checksetup.pl.
