431222 - Animated tab scrolling with scroll wheel stops scrolling sometimes (ff 3 pre)

In ff 3.pre, the animated tab scrolling seems to occasionally stop scrolling.  The work-around is to go to the arrow on the tab bar and manually scroll the tabs.  I have >20 tabs open (~28).  I have not tested whether there is a number of tabs this happens with.  I have seen this with the AEON theme and one other but have not tested with a lot of themes.  I don't know if there's a wierd website in there somewhere. 

Mostly I see this when trying to scroll the tabs to the left, ie, get to the leftmost tab.  I think I have seen it but cant swear when trying to scroll to the right.

Reproducible: Sometimes

Steps to Reproduce:
1. create window with about 20 tabs in ff 3pre
2. try to scroll to the left and right using the scroll wheel on your mouse
3. observe that the tabs stop scrolling sometimes, even though you know there are other tabs out there on the left.
Actual Results:  
see above

Expected Results:  
expect smoothly accelerating and decelerating tab scrolling all the way to the last tab on the left (or right if scrolling rt.).

If this cant be fixed, maybe go back to ff2.0 scrolling.  At least it works even though it might not be as fun.
