Normally, text blinks on and off once per second or so. If I hibernate the machine, the missed <n> blinks are fed to the X server as fast as it can take them. That slows down the whole UI and increases battery load on my laptop.

Reproducible: Always

Steps to Reproduce:
1. Open web page with blink tags
2. Hibernate the machine a few minutes.
3. Observe a blink rate of <infinity>/second
Actual Results:  
Text flashes on and off very fast

Expected Results:  
Text flashes normally

It seems that the timeout for the blink tag is compared to the current time and adjusted accordingly.

That needs to be adjusted so that the time is reset if it's more than one blink cycle late.
