Product: Firefox → Toolkit
It's generally agreed among UX/Engineering/Product that we don't want to further develop the existing master password functionality, as it's a poor fit for current needs and our current direction in this area.

(Presumably this bug is about authenticated proxy access -- Firefox should start checking/downloading update at some point after you've got working internet access, or the network administrator should be maintaining a centralized/managed install of Firefox.)
