This has happened when I've had one tab open and five tabs open. Reproducible: Didn't try Steps to Reproduce: 1. 2. 3. Generally restarting firefox fixes this.
I just found out this only happens when I have another website open. That website is: https://icprodportal01.cites.uiuc.edu/content/logout.html.
Note: you have to be logged in to that website for the buttons to not work.
