Summary: "Clear List" button should be disabled with no results and an active download

Steps to Reproduce:

1. Download something large
2. While downloading, type a non-matching search term into the "Search..." textfield
3. Look at the "Clear List" button

Expected Results:

The "Clear List" button should be disabled

Actual Results:

"Clear List" is enabled
