If the Windows theme is changed, tooltips become greatly over sized. I have not tested this on other versions of Windows, but on my machine with Vista, this appears to occur most of the time.

Using a Minefield nightly build.

Reproducible: Always

Steps to Reproduce:
1.Run firefox, move cursor over something
2.Observe normal sized tooltip.
3.Change the Windows visual style. (The quickest test is Alt,Left Shift,and PrtSc key combination which changes the theme to high contrast.)
4.Observe oversized tooltips
5.Restart firefox-Problem gone
Actual Results:  
Oversized Tooltips, they ruin the quality feeling of firefox, it looks terrible and blocks funtionality by covering up nearly the entire screen.

Expected Results:  
Normal sized tooltips.
