Installer needs to detect if any .xpi files are missing before the download and
if one or more are found missing, all .xpi files should be downloaded

This affects commercial PR1 users and all mozilla whose installs failed in the
past on Mac OS 9. The only workaround short of fixiing this bug is to ask users
to upgrade to Mac OS 9.0.4 or above.

This is actually fixed. (Should have been a bugscape bug. Oh well.)
