This is a (very old) cake built-in and I agree it's not very friendly. Particularly because I think we run across it in more places than just an add-on id not found (although no examples come to mind).
I agree we should replace this with something more useful. I have done that in the past during the course of, for example, redoing the user profile editing. The reason why it's ugly is that this error should never[TM] occur unless the user provoked it but in the case you are describing here, they just followed a regular link.
I'd actually suggest you replace the built-in with a "please file a bug" page similar to the one Bugzilla generates when it suffers an error. that way people will tell you when things that should never[tm] happen do happen to happen :). http://mxr-test.landfill.bugzilla.org/bugzilla/source/template/en/default/global/code-error.html.tmpl
