Tab bar left scrolling arrow icon does not change when cursor is hover it. Right scrolling arrow icon does change, it is highlighted.

Reproducible: Always

Steps to Reproduce:
1. Open enough tabs to make the left/right scrolling arrows appear in the tab bar.
2. Move the cursor on top of left scrolling arrow.
Actual Results:  
The icon is not highlighted.

Expected Results:  
It should be highlighted, just the right scrolling arrow is.

Note that I'm talking about the arrow itself, not the button.

The problem is that the hover state in tab-arrow-start.png is identical to the normal state; I guess this was something that was accidentally overlooked when assembling the icon file.

Alex, do you have the hover state for this icon?  If not, I suppose I could try to hack one up.

Shoot, we have the icon but there was a mistake in the script that combines all of the images together to generate the Strata theme.  I fixed the mistake in the script so this will be corrected the next time there is an icon drop.  I'm not entirely sure when that will be however.

Will the next icon drop be for 3.1 or 3.0.1?  If the next drop is 3.1-only, then maybe you could drop in just that one file when RC2 gets spun.
