Details

The localized in-product pages need to use header-portal-pages.inc.php and not header.inc.php to use the simplified menus. The scripts for the pager effects on the Tips page are not included in this template so they should be added.
Pascal, I've added the scripts that are included in the general header to the portal-pages header in r13313. Let me know if this does the trick.
