When I check "Work Offline" in the profile manager, the browser is already working online by the time it starts up. Sometimes the active tab will show "cannot display....working offline", but the option in the file menu is unticked and refreshing the page will load it from the internet.

I have tried and confirmed this behaviour in these scenarios:
- Profile upgraded from 2.0 with session manager
- Profile upgraded from 2.0, no session manage but remembering closed tabs
- Profile created in 3.0rc1, with no remembered tabs

Reproducible: Always

Steps to Reproduce:
1. Start profile manager
2. Check "Work Offline" box
3. Start Firefox
3. Check if browser is working offline (Click File menu and look for the tick)
Actual Results:  
No Tick

Expected Results:  
"Work Offline" Item ticked

Workaround with this startscript and (http://multi.nadenade.com/leafy/Mozilla/Offline/):
start Firefox\firefox.exe -offline -profile "Profilordner"

Yes. I haven't created a new profile this time, and this is without the workaround above. It seems to start offline, then switch itself online (possibly, anyway)

With two separate profiles that hadn't been used for a while, this happens:
- start, selected work offline
- told it needs to go online to check for updates
- let it
- pages appear as "cannot display while in offline mode", but offline mode is disabled (unsurprisingly) and refreshing loads the pages properly, as if online.
- closed
- started again, with "work offline"
- pages load (possibly from cache), "work offline" unticked, using links/forms on the open pages works, confirming connectivity.


This isn't a feature I use any more, but the but still seems to exist.
I can confirm this bug for Mozilla/5.0 (Macintosh; U; PPC Mac OS X 10.4; de; rv:1.9.0.9) Gecko/2009040820 Firefox/3.0.9

I used the following steps:
- Start Profile Manager
- Select a profile, tick "Work offline"
- Firefox starts up

Results:
- "Work offline" in File menu is not active
- trying to load a page works instantly

-> Offline mode gets "forgotten" while startup

I have a fairly large collection of tabs in my standard setup, and when connected to a slow mobile network I would like to load them on demand by starting in offline mode and switching to online mode later. I was glad to find the "Work offline" option in the profile manager, only to be very disappointed that it doesn't work. I have tested both with my old profile and a fresh one.

Having an option that simply does not work is unimpressive, to say the least. This should either be fixed or the option be removed.
