Toolbar with buttons "Minimize/Maximize/Close" doesn't always show up in full screen mode.

If Navigation Toolbar is hidden then in full screen mode doesn't show up the toolbar with "Minimize/Maximize/Close" buttons. So we can return to normal mode only by pressing F11.

Additionally, these three buttons are placed in weird way. It happens when Navigation Toolbar is not standard and when it isn't hidden. Usually (tested on Linux, Gnome) these three buttons are placed somewhere in the middle of toolbar.

Reproducible: Always

Steps to Reproduce:
1.Press View->Toolbars->Navigation Toolbar to set it as hidden
2.Press F11 to entry in full screen mode
3.Move cursor to top of screen to unhide the toolbar
Actual Results:  
Toolbar with "Minimize/Maximize/Close" buttons doesn't show up.

Expected Results:  
Some toolbar with "Minimize/Maximize/Close" buttons should show up.

The best solution will be if Firefox shows up the toolbar which contains Location widget and which is not hidden. Otherwise it should show up empty bar, only with above three buttons.

Maybe it is good time to add fourth bar, which will be visible only in full screen mode?

This gets especially problematic if a user has mapped their F11 key to something else in their window manager, as there is no way to exit fullscreen; a Firefox restart does not change the mode. You have to unmap the key, exit full-screen, and remap.

What about a right-click entry for exiting full-screen, when in it? Or some other always there option.
I just got the Dell Mini 9 and it doesn't have the F11 key.  I routinely hide the navigation bar to move all my chrome to one line with the menu.  I was stuck in full screen for awhile until pressing Super+Space which for some reason toggled me back to windowed mode but still missing the menu bar.  It would be nice to have a button that we could add that would toggle us out of this.
