The tool bar does not show on the drop down menu. Reproducible: Always Steps to Reproduce: 1. 2. 3. Expected Results: tool bar be active, "tool bar" be on the drop down menu and the "customize" on the drop down menu should work.
Which toolbar? If you're looking for a toolbar installed by an extension (Google toolbar, yahoo toolbar, other toolbar) then you'll have to install that extension.
It's the default "File Edit view history bookmarks tools help" toolbar
