435192 - cant reauthenticate me to login to phpBB[version 3] admin panel

When i try to login to the forum admin panel it reauthenticates me fine[or says so] but when i click "Proceed to ACP" it apparently logs me out of the forums and provides the error "Adminsistrative permissions have been disabled for this user group"[or something like that] however i can log in to the normal forums fine its just when i try to access the ACP[the Moderator control panel works fine too]

Reproducible: Always

Steps to Reproduce:
1.Login to normal forums
2.Try to access the ACP, filling in login details and telling firefox to store the login info
3.Click submit recieve message saying i've authed the click proceed and recieve message saying its been disabled[because i get logged out]
Actual Results:  
I get an error saying that its been disabled for my account[because it logs me out]

Expected Results:  
It should log me in to the ACP and allow me to admin my forums

This sounds more like a cookie problem or site configuration problem.
