When tagging some of my more popular bookmarks, I noticed a feature that is sorely lacking - a way for tags to auto complete after a given interval - say, 2 seconds of typing.  Considering the address bar and search fields both auto complete, it feels odd to not have this feature in the tagging interface

Auto complete in the URL field is based on your bookmarks/tags and your past used URLs . The one in the search field is based on Google's suggestions. On what could the tag's auto completion be based ? On tags already created ?
Looks the same to me. If I'm wrong, undupe.

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
