The compose window only allows you to add To:, Cc:, Bcc:, Reply-To:, Newsgroup:, and Followup-to: headers when composing messages.  I would like to add other headers of my choosing, specifically, manually selecting the In-Reply-To: and References: headers.

Since this is a special requirement, it is a little more complicated.

1. Tools -> Options -> Advanced -> General
2. click on [Edit configuration]
3. right-click on the list of settings, then New -> string
4. the property name is mail.compose.other.header
5. the value is In-Reply-To,References
